ALF Collaborates with the Libyan Audit Bureau on the Development of a Risk Management Guide for the Contracts Oversight Department.

Executive Summary

Abdou Law Firm (ALF) collaborated with the Libyan Audit Bureau to develop a comprehensive Risk Management Guide for the Contracts Oversight Department. The Guide provides a practical framework for identifying, assessing, monitoring, and mitigating contractual risks, helping contracting entities improve oversight, accountability and governance.

Abdou Law Firm (ALF) is proud to have worked in collaboration with the Libyan Audit Bureau in developing the Risk Management Guide for the Contracts Oversight Department.

The Guide establishes a practical framework for identifying, assessing, monitoring, and managing risks associated with contracts. It is designed to assist contracting entities in adopting a proactive approach to risk management on contracts, from planning and procurement to implementation and evaluation.

By promoting effective oversight, accountability, and good governance practices, the Guide aims to strengthen the protection of public funds, improve contract performance, and support the successful delivery of public projects. It also seeks to enhance institutional capacity by providing practical tools and methodologies for identifying potential risks and implementing appropriate mitigation measures.

Developed in line with international practices while taking into account Libya’s legal and administrative framework, the Guide addresses a broad range of financial, legal, technical, operational, and administrative risks that may arise during the execution of public contracts. The Guide further seeks to improve contract monitoring and performance evaluation processes, reduce delays, minimise contractual disputes, and support informed decision-making by contracting authorities.

As part of this initiative, the Guide was presented to and discussed with the head of the Libyan Audit Bureau, H.E. Mr. Khaled Shakshak. The presentation was led by ALF’s Founding Partner, Dr. Majdi Abdou, and provided an opportunity to exchange views on the practical implementation of the Guide and its role in strengthening risk management and contract oversight practices across public sector entities.

This project reflects ALF’s continued commitment to supporting institutional development, regulatory reform, and the advancement of governance standards in Libya. Through our work with public institutions, regulatory bodies, and private sector organisations, we remain dedicated to contributing practical and sustainable solutions that enhance transparency, accountability, and effective administration.
