Radan is a graduate of the School of Law at the University of Tripoli. In addition, he obtained an LLM specializing in International Criminal Law and Comparative Justice from Brunel University, London.

Radan was a lecturer at Tripoli Law School in Tripoli for a period of three years during which time he taught a course covering Criminal Law.
